Can I or they set it so receipts for items they purchase with their own iTunes credit are not sent to me but I still see purchases hat hit the shared payment method?
Receipt or no receipt, if you are all on Family Sharing you can see each other's purchases.

I understand but perhaps I did not explain well enough.
I'm talking about something a bit different.
I have my credit card tied to my daughter's bank account for overdraft protection and if she has an overdraft i get alerted and it shows up on my statement. Fortunately she is a nearly perfect child despite my DNA and has only had two overdrafts in two years of college. I get notified of any purchase she makes that spills over to my card but so long as she doesn't I am not notified every time she purchases something with her own money.
Apple recognized that families don't need to share EVERYTHING and there is a mechanism for hiding a purchase so that it is not shared with the rest of the family for whatever reason. Perhaps it would be embarrassing or perhaps it's just not something they choose to share. That covers old purchases but imagine the surprise when someone buys things using their iTunes credit and hides it then finds out I was notified of the purchase even though it did not overdraft their account and hit my card.
Hopefully they will give the organizer an option in the future. Why have a hide purchases feature if a record of the purchase is going to go to the organizer? I don't want my kids (or wife) to pass on something they would have purchased if not for the fact that I would get an email about it. After all, the GPS chip implanted in my daughter's neck and the team of trained assassins I have tailing her is all I need, otherwise I want her to have privacy.

For better or worse, Family Sharing is mainly designed for the case where there is one adult -- the Family Organizer -- who is taking financial responsibility for one or more dependent minors. When the members are not that minor and not that dependent, it can really chafe (like having a GPS chip n your neck, ha, ha).
Family Sharing currently has no options to do what you want, but you can give your feedback directly to Apple via this link:
