Q: How can my storage be almost full when there are NO DEVICES on my account?

My icloud storage says it is almost full - and I have NO DEVICES on my account!! How can that be? Please tell me how to clear my storage or reset.

Hello
Here is what the backups save
iCloud: iCloud storage and backup overview
iCloud Photo Library uses your space too.
