Oct 21, 2015 10:25 AM in response to montygoodby Bob Timmons,Please power off the AirPort Extreme for now, run your speed checks again using only the Time Capsule and then report on your results.
Check speed a few times in each location to arrive at an average in the basement, on the main floor and then upstairs.
Next question....is there any way that you could consider installing an Ethernet cable to run from the basement Time Capsule to a location on the main floor?

Oct 21, 2015 10:32 AM in response to Bob Timmonsby montygood,Hi Bob,
I will disconnect and then report on the speeds.
Ethernet isn't really an option - unless I go the route of a power line adapter I guess.

Oct 21, 2015 10:50 AM in response to montygoodby Bob Timmons,It would also help us if you could let us know what models of Time Capsule and AirPort Extreme that you have. If you do NOT have a "tower" shaped Time Capsule or AirPort Extreme, please look on the bottom of each device to locate the model number. It starts with an "A" followed by four numbers.
The model number might be embedded in the foam pad base, so it is not always easy to see.
Unfortunately, trying to extend a network using wireless.....even if you have line of sight between the AirPorts.....will result in at least a 50% drop in speeds on the entire network, so we are looking at some significant challenges if the signal must pass through ceilings and walls.
