Q: Why cant i approve family sharing requests from a non apple device?

Why can't i approve a family request to install an app from a non apple device.?

iPad, iOS 9.0.2

    The 'ask to buy' feature currently requires an iOS device that's on iOS 8+ or a Mac computer (with Yosemite+ on it) as it requires the family organiser to do it from their iCloud account. If/when it might be possible to do from other devices/operating systems we won't know until if/when Apple announce something.
