Yes, I am able to see Photo Stream pictures on my iPad. If you don't see your iCloud photos on your iPad, how do you have it all set up?
First, please step through "How do I turn on My Photo Stream?" and "How do I see photos in My Photo Stream?" in My Photo Stream FAQ to ensure it's set up correctly.
If you still don't see your Photo Stream on your iPad, try the steps in Get help using My Photo Stream.

When I look at iCloud in the right hand pane on iPad, my iCloud photos file is empty. I'm using the same settings on my Apple TV, and Apple TV is able to access my iCloud photos fine.
but on iPad and iPhone iCloud photos is empty.
i Followed all directions for setting up iCloud on devices. Photo stream to iCloud is set to on. iCloud Drive is set to on.
im able to see files from some apps in the iCloud folders on iPad. But no photos.

I'm not sure where you are looking for your Photo Stream, but they are found in the Photos app > Albums (at the bottom) > My Photo Stream.
From iPad User Guide, My Photo Stream:
Use My Photo Stream without iCloud Photo Library. Photos and videos you take with iPad are added to the My Photo Stream album when you leave the Camera app and iPad is connected to Wi-Fi. Any photos you add—including screenshots and photos saved from email, for example—also appear in your My Photo Stream album.
Photos and videos added to My Photo Stream on your other devices appear in your My Photo Stream album on iPad.
Note they aren't viewed in the iCloud Drive app for iPad or iPhone.
If that doesn't help, please give us more details for what you are seeing with screen shots if possible.
