No, I'm not signed into Apple Music and have no intention to.
These are tracks from CDs that I own, I'm not paying for the privilege of playing them.
It will be cheaper to buy an MP3 player.

Oct 24, 2015 7:45 PM in response to DaveMiles60by gail from maine,OK, so not sure what the issue your are having is, then. If the music is sync'd to your device and you are not using Apple Music, then you should be able to play it whether you are online or not.
When you open your Music App, click on My Music, and then on the Songs/Artists/Albums option in middle of the screen. At the bottom of that window, click on Only Offline Music to see what music is actually downloaded to your device. If you are not seeing all of the music you are expecting to see, then you need to sync your music via iTunes to the device.

If it's stuff I've bought through iTunes, I have the option (in the "Music" app drop-down menu) to "make available offline".
All other music I can play but not download into the iPad's memory.
I use my iPad at work as a GPS and I get my jobs emailed to me (I'm a truck driver) so I'd like to have a wireless (Bluetooth) 1-device solution that doesn't chew into my data allowance.
If not- well, I'll go back to using my Creative Zen 1gb player through an AUX lead.
No biggie...

If you hook up your device to the computer where you have your iTunes Library, you should be able to sync anything in the library to the device. This support article may help (not sure whether you have a Mac or Windows so providing both links):

SORTED!!!
Step 1) I erased the music library, turned off iCloud, then restarted the iPad.
Step 2) Turned iCloud back on, went into music app, clicked "Show All Music"- and it all went to plan.
