Q: How do I get to retore my photos from a icloud that say they are not there

I no longer have my IPhone I thought that I backed up all of my info but icloud does not have my pictures. How can I get them restored on to my pc

The only way to restore from a backup file is to an iOS device.
You can't review the contents of a backup file.
