I understand that you are running low on iCloud storage, but did not mean to click on upgrade. Let's go over how to find out what you are using and how to manage your iCloud storage.
So when you clicked on upgrade storage, you would have been brought to the landing page for choosing the size of iCloud storage that you want. With multiple tiers of storage, it will not just automatically upgrade you to the next tier, an option would have to be selected.
Go to Settings > iCloud > Storage and you will see what you are currently selected for. If needed, you can make changes to go up to more storage or to stay at the free tier. For more details, take a look at the 1st article for up and downgrading your iCloud storage.
