Some users have reported removing Office 2016 and installing 2013 and then installing iCloud and then installing the other Office again. I'm not sure about what to do when you have Office 2010. Office 2016 should only sync calendar and contacts. It states it will not support Outlook. I've not updated my iCloud version yet, but then I don't even use it anyway. I just use iTunes connected to the iPhone and iPad via cable. I'm disappointed enough that I can no longer sync my Outlook notes, so I'm holding off on everything else except my iOS updates. When I updated iTunes to v12 (I believe), it removed the ability to sync notes with Outlook. The selection was removed from iTunes completely. While I did not use it a great deal, when I did use it, it was important. I'm really not aware of ay other fixes for the iCloud issue.

I don't think I have the appetite for all this. I may leave things as they are at present, waiting for an update which will fix it all.
