Q: Familly sharing not working?

hello set up family sharing with fiancé (Iphone 6 Ver: 9.1.2) with my account (IPhone 6s Ver:9.1.2m) when she goes to download a purchased app she is asked to purchase? Can I? and how do I fix this?
