Try checking for and correcting any differences (however slight they may be) in your name and address as recorded in:
- The Apple Store app: Account > Account Settings: check your billing / payment name and address and your shipping address / information.
- Wallet (on your iPhone) or Settings > Wallet & Apple Pay (on your iPad): tap on the payment card that you have added to Apple Pay, then tap on the "i" / info icon at the lower right corner to see card info for that card - check the Billing address details there (this may not be shown within Wallet for all card types).

Oct 27, 2015 1:48 PM in response to Jonathan UKby imamacnewbie,Maybe you missed the fact that Apple Pay had been working successfully on these same devices with these same cards/information since Apple Pay was released with iOS 8. The only variable that has changed on these devices is the iOS 9 software. I am still getting transaction information on my Amex card on both my iPad and iPhone, so I know it's set up properly
I checked every aspect of the cards before I posted this and it all matches. Even the Apple support staff I spoke to last night said it had to be a software glitch. I'm just trying to find some sort of workaround because I like using Apple Pad and an update shouldn't break it.
