Might be the orientation lock.

Access the control center and click on the orientation lock to undo it.

IF the lock has a small circular arrow around it that is the icon for Rotation Lock. This prevents the screen from rotating when the iPad is tilted. You can turn to off in the Control Panel. Swipe up from the bottom of the screen to reveal the Control Panel.
