I understand that Notification Center is in the way and you cant access your iPhone. I also read that you have some other issues with your iPhone. Let's see if we can get that sorted out.
You should be able to power off your iPhone by holding the Sleep/Wake button until you see the Slide to Power Off screen. Swipe and once it is off, turn it back on again by hitting the same Sleep/Wake button. Take a look at the first article for more details about restarting your iPhone.

Alternatively, you can tap a Notification or an app in the Today field in your Notification Center to open that app and that will close Notification Center. For more details, take a look at the next link.
