    Hi,

Read this article : iCloud Music Library: Understanding differences between Apple Music and iTunes Match - Apple Support. Whilst it is primarily about the differences between Match and Apple music, it will give you some information.

iTunes match scans your iTunes library to determine what tracks can be match or needs to be uploaded. Once the scan has completed, you can open iTunes up on your new computer and then turn on iTunes match. This will show all the music that you have in the cloud : matched, uploaded and iTunes purchased tracks. Each track will have a download arrow - you can download by clicking on download arrow. You can select all tracks and right click and select make offline - tracks will now download.

However, you were given incorrect advice about the need for iTunes match which was not necessary for moving you music. One option would be to back up entire iTunes folder to an external drive then copy all contents of folder including iTunes library.itl file to the music folder on your new computer.
