I understand that you have updated to iOS 9 on your iPhone and updated the Notes application as well, but now notes are not syncing between your iPhone and Mac. This would be expected behavior if you have not updated your Mac to the new operating system Mac OS X 10.11 El Capitan.
Upgrade your notes with iOS 9 and OS X El Capitan - Apple Support
Once your Mac’s version of OS X has been upgraded, your notes should start syncing again as expected.

Jan 8, 2016 12:32 PM in response to reginafernandezby Eric Root,Create a new test note on the computer and then go to iCloud.com to see if the test note is there. If not, computer System Preferences/iCloud and uncheck syncing. Wait a couple of minutes and then reset syncing. If the test note is at iCloud.com, but not on the iPhone, go to Settings and repeat the stop sync/resync.

Jan 10, 2016 10:05 PM in response to Eric Rootby reginafernandez,I've done that many times but won't work. Notes sync between iCloud, iPad, iPhone but not on my computer, I've unchecked the notes icon in the iCloud account in my computer and check it back again but I just get some old notes.
