I see you are having difficulties with accessing the iTunes Store after updating to iTunes 12.3.1. I would suggest starting with the following article and isolate what might be going on.

Oct 30, 2015 7:52 AM in response to Bobswaggerby Marvin Martianul,I suspect you have a high-resolution monitor, reducing display resolution to 1920 x 1080 or reducing the size of the iTunes window might prove to be useful workarounds. You could even downgrade to 12.3.0, since this seems to be a bug with 12.3.1: iTunes 12.3.1.23 breaks iTunes store. I hope someone with the issue has sent feedback directly to Apple.
