Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.
Or you can use your Apple ID to register with this site and go the Apple BugReporter. Supposedly you will get an answer if you submit feedback.
Check System Preferences/Language & Region to make sure Russian isn't set up as one of your preferred languages.

I have written many times on the feedback about different issues, but never received a response about my findings in the bug IOS or OSX. Even phrases like "fix that Soon or soon will be a patch" that gives rise to feelings of neglect by the company to its customers. #badapple

System Preferences/Language & Region - check and make sure that Russian hasn't been added there.

In addition, I found the program under os x 10 program coding changes in the already created files (file tags: mp3tag windows)
