I can not update my Max after download OS X EI Capitan, please solve it or show me a way

I have the same problem while trying to update Xcode 7.0.1 to Xcode 7.1.

Other apps can be downloaded. Today I have filed a bug report.

Any updates on this? I can not update to final El Capitan or download/update any apps like Xcode
