Q: Can't finish upgrade IOS9 on ipad2.  Tried to force restart, still not being able to complete setting up.

My daughter's iPad has been frozen for a month now since she upgraded it with IOS9.  The screen ask us to ">slide to upgrade" then ask for password.  Once password's entered, it said HELLO and asks "slide to update". Then password's needed again. Once i did that, it said "update Completed" and "your iPad was updated successfully.  There Re just a few more steps to follow, and then you're done". We press CONTINUE, The apple logo appears and it went back to the beginning asking us to "slide to upgrade".  Sometimes this section is frozen and we had to restart the iPad by holding the home and power button until the logo appear.  Could someone please advice.  Thanks in advance!
