After reviewing your post, It sounds like you do not have enough space to backup the iPhone to iCloud. I would recommend you read this article, it may be able to help troubleshoot the issue.

I can't make a backup because there's not enough iCloud storage
A message might say you're running out of storage, but your device shows there's plenty. There's a difference between how much storage you have on your iOS device and how much you have in iCloud.
If you need more iCloud storage to back up, a message will say that you can't back up because there's not enough iCloud storage available.

Here are some tips if you're low on iCloud storage:- Upgrade your iCloud storage plan.
- Make a smaller backup. You can back up fewer apps or delete unwanted photos and videos.
- Delete older backups that you don't need.

Thanks for your reply.
The issue is that I have over 16GB available in my iCloud account and and I have used up 9GB of space on my iPhone so it does not make any sense the error that I am receiving stating "Not Enough Storage". See screen shot below.
By my logic I should be able to backup my entire phone and still have about 7GB spare in iCloud, unless of course I am missing something here...
Would appreciate any help.
