If the media kind is shown as music they wil be uploaded. You will need to change your media type to voice memo.

If the media type is "Voice Memo" the iCloud status should be 'Ineligible'. What is the status for your tracks and how many files do you have in your library.

Nov 4, 2015 4:27 AM in response to Jimzgoldfinchby YEARZERO1,THey have always been 'voice memos' media type and were inelligible. I have approx 1,500 voice memos all now with '!' Error, and itunes cant upload anymore tracks, limit exceeded. If i remove voice memos completely from library, everything ok. Never had this problem before now. Music library and voice memos have always co-existed without problems.
