You need the app "Remote." Also, if it's a 4th Gen Apple TV, the app isn't compatible yet.
May need this as well:

Nov 4, 2015 10:52 AM in response to wzadby Pmintz25,Have to have the Crossy Roads app. There is a way to jump into the game on an iOS device within the app itself. I don't think it has anything to do with Bluetooth.
You should be able to share your iPhone screen with an Apple TV though. This would allow you to see what's on your iPhone, on your TV. Requires the devices to all be on the same wireless network, not bluetooth.

Nov 4, 2015 11:20 AM in response to wzadby Phil0124,No. Pairing is not required. The Connection is done in each App that uses the iPhone, iPad or iPod touch as a second controller.
In the case of Crossy Road:
How turn on Crossy Road multiplayer on the Apple TV
- Open Crossy Road on your TV.
- Go to the character picker, then scroll to the far left for multiplayer mode. (You'll need at least one character unlocked to open the character picker; if you don't have any unlocked, just play a solo game or two!)
- On your iOS device, download and open Crossy Road, and tap the arrow in the bottom right corner.
- Tap the game controller icon.
- You should be connected after a few moments; you'll see a P2 or P1 in the top right corner to signify the multiplayer connection.

If your ATV is discoverable and your iOS device has all of the software requirements, you will see Airplay in the control center of the iOS device. (Slide up on the screen.) Airplay will only appear if there is a device nearby and if the iOS device can use Airplay. Not all iOS devices are Airplay enabled.

This is about using the iPhone or iPad or iPod Touch as a second controller for certain games on the 4th generation Apple TV, which is done from inside each game or App that supports it. And is done over Bluetooth, there's just no pairing required.
Also ,the Remote App is currently not supported on 4th Gen Apple Tv.

Nov 4, 2015 7:11 PM in response to wzadby 81Gary311,Having the same issue here. This isn't about Airplay or having your iPhone connect over Wifi. This is about Bluetooth. When you fire up the Gen 4 ATV from a factory state, one of the first things it does is offer to set up the iPhone as a device or do manual setup. If you set up the iPhone as a device, it is supposed to make it easier to use the iPhone for entering passwords, getting the Apple ID, etc. Bluetooth...the simplest protocol that has been around for so many years - my ATV, and 6S Plus will not communicate. ***...

Nov 4, 2015 9:59 PM in response to K I M B A K A Tby dudleydogg,I am finding the same problem. Spent Hour trying to pair my APPLE blue tooth keyboard so i could put in credentials for Netflix and other paid apps.
Logging in with out a keyboard is LAME.
my ATV does not see any blue tooth devices what so ever.
I believe there is a bug in the IOS.
