If I understand correctly you are unable to see your iPod nano when it is plugged into your PC using Windows 8.1. This article should help you get that recognized once again:

Nov 4, 2015 4:56 PM in response to sterling rby efisher26,Sterling r. Thank you so much for your help. I checked to make sure Windows was up to date, and I had the latest iTunes version. However, iPod was not showing up in programs in control panel. I did try everything including reinstalling iTunes, recovery of my computer back to a previous state, restarting my computer. unplugging and re-plugging USB cable into computer, and nothing seemed to work. I finally unplugged USB cable where it connects to iPod and re-attached it, and by magic, that seemed to work. Somehow I missed that instruction. So glad it worked because I was coming to the conclusion I had a bad cable and needed a new one. My problem is solved !!! Thank you again.
