into the App Store and see if anything newer is offered there, after it searches for
updates to Mavericks, that could resolve the issue.
However if the settings are incorrect for the Apple Mail application, it may not be
able to communicate with the email server of the ISP since that usually requires
two different settings (unless you've set up a third-party account such as gmail
to run in the Mail application; be aware of subtle details) to send and receive.
Please clarify your situation and what you've tried so far. The last step in Mavericks
is 10.9.5 and some fixes to earlier issues were resolved by then. And if your Mac
is not running this version, please re-state the situation in corrected terms.

What does Mail/Window/Connection Doctor Show? If the server is red, select it and look at the Show Details box.
