From If you can't import photos from your iPhone, iPad, or iPod touch to your computer - Apple Support (https: //support.apple.com/en-us/HT204597):
"Windows 7: Choose Start > Computer. Under Portable Devices, right-click the device and choose Import Photos." There isn't even a "Portable Devices" anywhere there to look under, though there is one in Device Manager proper. If I right click on that, there is no Import Photos choice, only "Update', "Disable", "Uninstall", "Scan for Hardware Changes" and "Properties".
FWIW, the Device Manager shows Apple Mobile Device Support apparently installed with no issues.

If not them it seem that your windows installation is messed up.
