Q: Free garageband not found in app store. Garageband was supposed to be free for new customers. I bought my new iPad Air/activated on Aug.2nd 2015.

Free Garage Band not found in app store. I bought a new iPad Air, activated on 02 Aug. 2015. with iOS 8.4.

Have you tried opening the App Store, tapping Featured and scrolling down to Quick Links, tapping Apps made by Apple and finding GarageBand there?  It is available for free on my devices this way.
