Q: Activation error iOS 7.1.2 iPhone 4

I tries to restore my Friend's iPhone 4 and now when it starts up, I'm stuck at an activation error. He uses the device as an iPod because he doesn't have a SIM card. There is no way of using iTunes to fix this problem because iTunes tells me to ask Customer support. PLEASE HELP!

A SIM is required for activation. It does not have to be tied to an active line of service, but it must be present and if the phone is carrier locked, it must be from the correct carrier. There is no way around the requirement.
