Nov 7, 2015 1:42 PM in response to InkedPixieby King_Penguin,The credit card, or UnionPay, is required by online child protection laws : Family Sharing and Apple IDs for kids - Apple Support
Before you begin, make sure that you're using a credit card or UnionPay as your iTunes Store and App Store payment method. To comply with child online privacy protection laws, you will use the CVV, verification code sent via SMS, or security code from a valid payment method as part of providing your parental consent. If the card on file is a debit card or another payment method, you’ll be asked to provide a valid payment method before you can continue. After you create the child's Apple ID, you can change your payment method.

Nov 7, 2015 1:45 PM in response to InkedPixieby KiltedTim,This is a legal requirement. A Debit card can not legally be used to electronically consent to permit a minor child to use on-line services that may collect information. Getting your child an android device would not solve the problem, unless of course, you're willing to commit a crime to allow the child to use it.

Nov 7, 2015 2:13 PM in response to InkedPixieby KiltedTim,I understand it can be frustrating. A number of people have complained here and elsewhere. If you would like to see it changed, you'll have to complain to your congressman.
