iCloudIn order to listen to any music if you are using the Apple Music streaming music service, you have to create a playlist that will play offline. Here is a support article that provide the information on how to do that:
Add music from the Apple Music catalog to your library - Apple Support

iCloudYou are marking your Songs, Albums, or Playlists by clicking on the three dots, and then on "Make Available Offline"?
You indicated that you were downloading songs. How are you doing that?

iCloudHave you verified that it has downloaded successfully by clicking on the three dots again? If it has downloaded, then it will no longer say "Make Available Offline", but will say "Remove Download".
Something I just noticed. If I have My Music set up showing Album or Artist view instead of Songs view, all my songs within those Albums say "Make Available...". If I change the view to "Songs", the exact same songs say "Remove Download". They also correctly say "Remove Download" if I look at them within a Playlist. Weird.
Where are you viewing these songs?
Cheers,
