It sounds like your webpages aren't loading correctly for you after a recent software update. That is certainly unexpected so lets see what we can do to troubleshoot that. I would next by quitting the Safari app again then clear your website data:

Clear information from your device
To clear your history and cookies from Safari in iOS 8 or later, tap Settings > Safari > Clear History and Website Data. In iOS 7 or earlier, tap Clear History and tap Clear Cookies and Data.
To clear other stored information from Safari, tap Settings > Safari > Advanced > Website Data > Remove All Website Data.
Clearing your history, cookies, and browsing data from Safari won't change your AutoFill information.
Then test the issue again. Next would be backing up and restoring the iPad but I don think that will need to happen. Just let me know how this goes if you wouldn't mind.Thank you for using Apple Support Communities.
