1.Go to Settings
2. Scroll down to Touch ID & Password
3. Click "Add a Fingerprint"
4. When adding a fingerprint it will either work or it will give you an error like "Touch ID can't add fingerprint" or something along those lines
If you get the error message there are 2 things that could be wrong. A: Hardware malfunction; B: Software problem
To figure out which you need to backup your phone and then restore your phone to factory settings and attempt to add a fingerprint. Make sure you DO NOT LOG INTO iCLOUD OR iTUNES OR RESTORE A BACKUP.
Any of those things could reintroduce a software corruption and make the problem happen again.
If it works while being in a new state without being logged in, then it's likely a software problem. If not, then it is a hardware issue. That means taking/sending it to Apple for repairs/replacement.

Nov 9, 2015 6:51 PM in response to Haks29by wdmcdonough,Now, you need to figure out whether it's a hardware or software problem. If you can, backup your phone and restore to factory settings using iTunes. Then try to setup Touch ID before logging into iCloud or iTunes on the phone.
