Q: iPhone photos not populating Photo Stream album

I have an iPhone 5s running 9.1.  Some of the pictures I have taken with the phone are not showing up in the iPhone photo stream album.  These pictures can be newer or older than those that are showing in the photo stream album. They were not taken with the phone locked. I have turned photo stream off and back on and only 513 photos of over 1100 appear in the My Photo Stream album.  I'm not even trying to view them on another device. First I have to get them in to the photo stream album on the iPhone. Any help would be appreciated.

    Update: I turned off Photo Stream, turned off my phone, turned my phone back on, then turned Photo Stream back on, now nothing is populating the Photo Stream album. If I take a photo, that will populate the album but none of my previous photos will. Is there a way to force the iPhone to repopulate the photo stream album with photos that are already on the camera? Thanks.

    12 hours later still no photos have been added to the photo stream album.  Is this an iOS issue? Thanks

    Are you using iCloud Photo Library? Sounds like you turned off photo stream, deleted the photos from your phone in the process, and then turned your phone off/on and turned photo stream back on. If that's the case, are you connected to WiFi? The photos will not reappear unless you are. Is your phone under 20% battery life? Photo Stream is unable to update while you are under 20%.

    wdmcdonough, you are correct. I turned off photo stream, which deleted photo stream from my phone but not the original photos, rebooted my phone then turned photo stream back on.  I am connected to WiFi, my phone has greater than 20% charge, and iCloud Photo Library is off. 

     

    A new development is in the last two hours 514 photos (the 513 I mentioned in my original post plus another test photo) have appeared in my photo stream.  There are many still missing that are newer than 30 days old.  Why are only some of my photos appearing in my photo stream album on my iPhone?

    These are the My Photo Stream upload limits:

    • Uploads to My Photo Stream per hour: 1000 photos
    • Uploads to My Photo Stream per day: 10,000 photos
    • Uploads to My Photo Stream per month: 25,000 photos

    I may have hit the 1000/hour limit but when the next hour struck, I should have been able to upload a new batch so I don't think I am hitting any of these limits.
