The USB-C port on an Apple Tv is there only for service purposes. i.e Restoring.

You use the provided App Store App on the Apple TV to load Apps. There is no provision to install Apps from a computer.
So while you can certainly connect the Apple Tv to your computer using a USB-C to USB cable, i do not believe you can load any apps that way onto the Apple Tv.

Before finalizing your app for release, get valuable feedback with beta testing to make sure it’s ready for your customers. Upload your apps to iTunes Connect and use TestFlight to install and test them on an Apple TV.
