Q: Can't create App Store/iTunes account without credit card

You used to be able to create an account by downloading a free app and selecting "Create Apple ID". The "None" option would show up under the credit card selection.

Apple seems to have patched this recently. Now, the None option still shows up, but you can't actually select None and continue on. Upon selecting None, the page just reloads, displaying a message saying "Provide a Payment Method. If you provide a payment method now, you will not be charged until you make a purchase. If you select None, you will be asked to provide a payment method when you make your first purchase." See screenshot below:

Way to go Apple. You've finally made it so nobody can create an Apple account without you getting their credit card information.

I followed those directions exactly, and it does not work. You can select the None option, but when you try to continue, the page just reloads, to the same page (as pictured in my screenshot). So currently, Apple's instructions in the link you provided have not yet been updated.

To answer your question about contacting Apple -  It takes you to a website where you'll eventually land on the exact link you provided. And in my experience, contacting Apple via phone results in a 30+ minute phone call the ends with them not being able to tell me anything further than Apple's help threads that I find online - like the link you shared for example. A phone call with Apple would be some person reciting exactly what you just posted, it not working, then them putting me through to someone else who has me wipe the iPad, it still not work, then finally submitting a ticket to one of their higher ups to take a look. I don't have time for all that.

There may be a issue with that device creating too many IDs

    Contact iTunes

Apple - Support - iTunes - Contact Us

That may be possible, however my first attempt at creating this account without a credit card was actually on a computer. I suppose it's possible that both the computer and iPad have had too many accounts created on them. I'll try on a different device right now.

I didn't have time to attempt it on another device. I input a different credit card on the same iPad and it worked. So perhaps it was the case where I had too many devices on this particular credit card or something - either way, I was still forced to use a credit card to set up the apple account.

The core issue here is still not resolved. Hopefully Apple fixes this in the near future.
