Q: cannot connect to Ipad or Iphone via bluetooth after upgrade to IOS 9.1

I have upgraded to IOS 9.1 on Iphone 5s and now cannot connect via bluetooth to other IOS devices

Can connect to Android and Windows ok

have found if i use the phone as hotspot then i can connect to other Iphone or Ipad but not using bluetooth

Any ideas?

iPhone 5s, iOS 9.1

You could never connect two Apple devices via Bluetooth unless your tethering.
