I'm sorry to hear you are having these issues with your iPad and iCloud. I'm a bit unclear on the exact process you are following, but based on your description it sounds like you may be using iCloud Drive on your iMac and iCloud.com. I was just about to post an update with my solution. But thank you so much for your response.
What fixed my issue was to sign out of iCloud on iPad, despite the scary warnings that iCloud content on iPad would be deleted, I did it anyway.
- Everything from icloud.com/iCloud folder on iMac is slowly appearing on iPad iCloud
- It seems so far that only a few photos have not been added back to Photos, so no huge upset there and my Notes have reappeared, so the scary warning wasn't so scary.
Apparently, as I read somewhere else, you can't access icloud.com on iPad, so that's why I wasn't seeing anything there. So, problem is not a problem after all as it's not possible anyway.
