What software versions did you upgrade from?  Did you upgrade from iPhot, Aperture, or an earlier Photos version?

And which metadata tags are missing?  The color labels? Flags? Titles?  Captions?

    Please explain more.

    • If you migrated from Aperture or iPhoto some metadata will no longer be accessible, because Photos does not support all library features of Aperture or iPhoto.  Color labels and star ratings have been replaced by keywords.
See this document:  How Photos handles content and metadata from iPhoto and Aperture - Apple Support
    • If you updated from an earlier Photos version, all metadata tags should still be there.   Can you give an exemple of what is wrong for you?
