Try the Control + Command + F keyboard shortcut.

1. With Safari open, click View > Customize Toolbar.
Now drag the default set to the toolbar
2. You could be hiding certain parts of the toolbar, like the bookmarks bar
Click View > Show Favorites Bar OR Show "your-desired-bar-here"
3. If you are in Full Screen, you need to click View > Always Show Toolbar in Full Screen
