Q: my bank account was charged after my 2 attempts of changing my apple store location to Philippines. So after successfully changing my apple store base, i changed my payment method to none. will i get a refund? how?
my bank account was charged 2 USD after my 2 attempts of changing my apple store location to Philippines. since adding a card number is one of the requirements before once can change store locations, so i did though i didn't really want to. So after successfully changing my apple store base, i immediately changed my payment method to none. will i still get a refund? how?

Yes you will. That charge is just to verify your credit card. It is just a hold, and will be released in a couple of days, depending on your bank. That is how they verify payment methods. iTunes Store charges on credit and debit card statements - Apple Support
