I have similar issue with iPhone 6S running iOS 9.1 with El Capitan 10.11.1:  Photo App and iTunes on my mac can see my iPhone 6S.  When I tried to import the photos, it took awhile then the connection timed out and my iPhone 6S disappear from Photo App.  Reboot Mac and reboot iPhone allows the iPhone 6S to re-appear but still can't import the photos because of the timed out.

I made a backup of my iPhone and for the first time chose encrypted. After completing this I restarted my Mac. The import button returned to the photos app on my Mac, and a sync of photos and videos from the phone was successful. Prior to that I tried all tips here without success.

I've had this issue with ios devices connected via usb hub Trendnet TU3-H4/EUNL

bypassing the hub connecting devices one by one via a usb extender cable directly to an 5K imac port

allowed to work around the buggy apple usb driver.

Ronnie: Why in the world should this have any effect?! I don't know... but it worked! I turned on encrypted backups and, lo, the Import button appeared after rebooting. I'd tried everything! I saw your post and I thought, "What the heck, it's weird and probably just a coincidence -- he probably did something else that really fixed it that he didn't notice -- but I'm out of ideas." Boom! Fixed! Thanks!

Sometimes simply launching iTunes and syncing with iTunes will bring back the Import buttons, because it requires us to unlock the iPhone and to enter a passcode and to confirm on the device that we trust the Mac. As long as the device does not know the Mac as a trusted device it will not allow the import of photos.

leonie: Nice theory, but other apps were recognizing the phone as a trusted device and the device was already unlocked a couple times. Only Photos was having problems.

I restarted the computer finally, and that worked.  Worth a try.
