It sounds like you need to update your iCloud password but cannot reset it and you security questions because either you dont have access to the email address anymore, or you just aren't getting the verification email being sent to your recovery address. If you aren't getting the email at the recovery address take a look at this article for some help with that:

If you don't have access to the email address at all then you may need to reach out to the iCloud support team directly:
