Q: Frozen Ipad screen,pop up, facebook.fbprize-cm.xyz

While on internet on my Ipad- Pop up from "facebook.fbprize-cm.xyz" has froze my screen I cannot do anything, cannot close or go back, I shut down powered off then start up and still there.

how can I get rid of it?
