You wonder about using Apple Music without the need to stream the songs using your data or Wi-Fi.
The music is stored in the cloud but you do have the option of downloading the songs you like for offline listening. This will take data for the initial download but you can then listen to them locally without using more data.

Save songs, albums, and playlists to listen to offline
You can save songs, albums, or playlists to listen to when you're not connected to the Internet.* You must save songs, albums, or playlists on each device that you want to use for offline listening.
*You can save music offline on up to 10 devices. These songs are accessible only during your Apple Music membership.
On your iPhone, iPad, or iPod touch
- In the Music app, find the item that you want to save.
- Tap the More Options icon
to the right of the song, album, or playlist name. - Tap Make Available Offline.
Songs and albums appear under My Music > Library. Playlists appear under My Music > Playlists.
Best regards.

Nov 21, 2015 1:01 PM in response to Nubz N.by swandy,That is how the system is supposed to work, HOWEVER, many times (1) the playlists will either not download or not download completely, (2) the downloaded files will magically "disappear" after a period of time and most importantly (3) you still need a data connection for Apple Music to verify that you have an active subscription to play the downloaded tracks. Yes for #3 the amount of data is negligible - the the requirement is still there. Try turning on Airplane Mode and listening to your downloaded music (or on an iPad that does not have cellular and no Wifi available) and either immediately or after a period of time the dreaded "you must connect via cellular or wifi to play this song" message will come up.
It's a nice system - being able to download songs to save cellular data - WHEN THE SYSTEM WORKS.
