Nov 23, 2015 10:30 AM in response to Indeblissby zinacef,Unfortunately phone is the only option to contact Apple if you're looking for a refund on your iCloud storage plan. If you're close to a phone, perhaps you can call the support number in an adjoining country like Poland, Latvia, or Lithuania?

I don't understand how/why you could've been mistakenly charged for iCloud storage? You might want to read through this article a bit -- iCloud storage upgrades and downgrades - Apple Support
Ultimately, if you feel you were mistakenly charged and would like to request a refund, you will have to contact Apple Support.
