Hold down on the unopened pdf file and select Copy to iBooks from the "open in" window. The file will be save to and opened in iBooks. If the pdf is already open on the screen, tap on it to see the share icon in the lower left corner. Tap the share icon and select Copy to iBooks.

There are many more robust pdf apps in the app store that you can choose. Do a search and see what works for you. Adobe Reader is free and has much more functionality than iBooks, but iBooks will get you started.
