There is another service called Google Contacts. You may use it to instead Gmail way.

On my iPhone, it doesn't allow me import the contacts directly. It's an iPhone 6S with iOS 9.1. However, i finally make it by importing the file into iCloud and turn on iCloud sync on my iPhone. A few minutes later, all contacts were on my iPhone.
