If you buy an iPhone in a country where FaceTime is not an option, it can't be reinstalled, because it is not part of the iOS firmware for these devices, and the firmware can't be replaced.

If the iPhone's model number has AB or AE as the country code(just before the slash) and you're in Saudi Arabia, the United Arab Emirates, or any country outside of the Middle East, FaceTime won't be available. If you're in a different Middle Eastern country, ask your carrier or another iPhone user on your carrier's network.
