And just so you know, in the video you watched, the Rescue email address has already been set up, so changing it via your iOS device works just fine. If it is not set up, however, you are not going to be able to do anything on the iOS device in regards to it.
Also, several of the posters on this thread, and, in fact the OP, have forgotten their security questions and password. So, the only remedy in that situation is to get the email sent to your Rescue email address if you have one already set up. If you do not, you must contact Apple Support to get the security questions reset.

If you (generally speaking) can't remember your password or security questions, there is really nothing anyone can do. These are user-created accounts and are not maintained by Apple. Apple will simply help you verify your account in order to send you a password reset link. If you cannot answer your own questions or verify the info that was entered when the account was created, they will not be able to help you. They're is a reason security information is requested when creating the account. Email and internet accounts are maintained by providers. Apple IDs are maintained by the account owner.
People need to stop screaming at Apple because they can't remember their own information. If it's this hard I suggest writing it all down in a place you cannot lose. Back of a picture frame, closet wall, etc.

Oct 20, 2015 8:41 PM in response to CSeanKby gail from maine,Sorry, but that is totally incorrect. If you cannot remember your Security Questions, and you do not have a Rescue email address already set up, you can contact Apple Support to have your Security Questions reset.
People forget their Security Questions all of the time. And Apple will reset them for you if you do not have a Rescue email address already set up, or if you are not getting the reset password email for some reason.
A far easier solution, in my opinion, is two-step verification. No Security Questions, no Rescue email address - just a verification code that is sent to a device. Of course, if you cannot access any of your trusted devices, then you need to use your Recovery Key to get everything back to normal, so you still need to keep that somewhere where you can find it in a dire emergency.
But Apple will pretty much help you get your password issues settled unless you are talking about an Activation Locked device that you were not the original purchaser of. That, they will not help you with. But simply gaining access to your Apple account - sure - help is there if you are able to verify your identity to Apple.

When I talked to CS about my issue it was discovered that I only had one security question associated with the Apple ID that I can't remember the email or PW for, so they said there was nothing they could do as far as resetting the password or sending a reset email to an email account of my choice (as opposed to the one I don't remember anymore) even though I correctly answered the security question and provided other details about associated Apple ID's and my birthdate. They said there was nothing that could be done other than somehow figuring out the email associated with the Apple ID from when I originally made the account. This doesn't seem right to me since I answered the security question proving it was my Apple ID (not sure its my fault there is only one question). Any thoughts/suggestions besides calling CS again? Thank you for your time.

Are you certain you are looking in the email for your Rescue email address? This address would not be your primary or alternate email address. It would be an entirely different one....

I live in Myanmar, formerly known as Burma, in South East Asia and there's no apple support to call in this country.
I'm experiencing a same issue as above, forgotten apple security answers and no mail received to reset. (I do have a rescue email but I didn't get a reset email)
