Q: Can't drop a file into a System folder

Sorry if this is something that I obviously can't do, but I just got a mac. I want to drag a file into /System/Library/Frameworks/ but I get a no symbol on my mouse and can't drop it in. Is there a reason for this?

OS X El Capitan (10.11)

System folders are no longer accessible to users; my guess it's part of this new SIP feature:

About System Integrity Protection on your Mac - Apple Support

Why/what are you trying to put into that folder?
