Q: how to restore deleted iCloud photo album?

If you have iCloud Photo Library turned on, you may be able to recover the pictures that were deleted from the camera roll.
 

iCloud: Use the Photos app on iCloud.com

Recover deleted photos and videos

You can recover photos and videos you deleted in the last 30 days.

1. Go to Photos on iCloud.com. 

2. Click Albums, then select the Recently Deleted album to view its contents.

3. Click Select Photos, then do one of the following:

     Click Recover All.

     Select the photos or videos you want to recover, then click Recover.

      

Alternately, try restoring from a recent backup--Restore your device from an iCloud or iTunes backup.
